Disclaimer: The steps in this guide do not apply to drivers whose licenses have expired for more than ten years. Those with expired licenses for over ten years must reapply for a student’s license. Drivers with licenses that have expired for more than two years must retake the theoretical and practical exams. To renew your LTO driver’s license on-site, here are the nearest Land Transportation Offices.
These are the following steps you need to follow:
Step #1:Secure a CDE or Comprehensive Driver’s Education Certificate
You can take this exam online via the LTM Portal or have it taken face-to-face at a select LTO Driver’s Education Center. Note that you should get at least 20 correct answers out of 25 questions.
Disclaimer: The next step may vary based on the result of your written exam. If you fail, after you receive your computer-generated result, you have to come back on another day to retake the exam.
Step #2: Fill out a medical form
Provide your personal information, such as weight, height, and eyesight to certify that you are physically and mentally fit to drive.
Step #3: Turnover Your Expired License and CDE Certificate
After completing the TDC and medical examination, submit your expired license along with your Certificate of Driving Education (CDE).
Step #4: Pay Corresponding Renewal Fees
Once you have submitted all the requirements, you must pay the fees. A license renewal amounts to Php 589.00 for both pro and non-pro license.
Step #5: Proceed to Biometrics Window
Encode the required details in the new LTO-IT system. To accomplish this, proceed to the cashier for payment of fees and wait for the official receipt (OR) and the driver’s license card. The people from the office accommodate any changes in signatures.
Step #6: Wait for the Release of Your Printed Driver’s License

Alternative Options for LTO License Renewal
If you cannot line up at any LTO office, you can opt to go to mobile licensing units. But if you’d prefer to do it online, you can do also choose to do so, as the LTO has recently announced that you can renew your license via the eGovPH app.
How to Renew Your Driver’s License via the eGovPH App (With Pictures)
The Land Transportation Office (LTO) launched the Online Driver’s License Renewal System (ODLRS) on July 10, 2025. This system lets you renew your driver’s license through the eGovPH app.
If your license is about to expire, you can now skip long lines and avoid costly fixers by renewing it on your phone.
Step 1: Download and install the eGovPh application on your smartphone.
Step 2: If you don’t have an existing eGov account, create one and fill out all the necessary information. (The app will require security verification to protect your account.)
Step 3: Open the eGovPH app and click NGAs. Scroll through the list of government services and select LTO.
Step 4: From the LTO services, tap on “Online Driver’s License Application”
Step 5: Tap “Complete your profile to continue” to proceed. A pop-up will appear showing all the required documents.
1. Make sure you have a valid ODEP (Online Driving Enhancement Program) Certificate from LTO’s accredited driving school. Complete the 5-hour Online Driver’s Enhancement Program to get your certificate.

How to get a medical certificate for driver’s license renewal:

- OFWs with a driver’s license that has expired for over 2 years can skip the in-person exam. You can renew your license after completing the ODEP and medical exam.
- Check that your license has not expired for more than 2 years before starting the renewal process.
Step 6: After completing all the requirements, tap ‘Continue’ to proceed with your driver’s license renewal.
Step 7: Upload clear photos of the front and back of your driver’s license
